Structure
BIMP-EAGA, as an organization, consists of the Signing Ministers, Senior Officials, National Secretariats, Working Groups and the East ASEAN Business Council (EABC).
- The Country Ministers and Senior Officials (SOs)
- Chart the growth area’s guidelines and directions
- Approve the sub-region’s activities, programs and projects
- Address specific issues and concerns that impede trade and business activities within the sub-region
- Regularly convene in either a Senior Officials’
Meeting (SOM) or a Ministers’ Meeting (MM)
- The Clusters
- Coordinate and facilitate the implementation of flagship programs and projects of the working groups.
- The lead country coordinates the implementation of
programs and projects of the working groups.

- Made up of public and private sector representatives who take up relevant issues and launch projects benefiting their sectors and BIMP-EAGA as a whole.
- WG members identify constraints, look into opportunities, and define measures to accelerate economic cooperation.
- Bold initiatives are continually advocated for in the fast track areas so as to spur development in other supportive sectors.
- A lead country was chosen on the basis of its competence in the economic activity concerned.

- The National Secretariats(NS)
- Coordinates in-country arrangements for BIMP-EAGA
- As mandated through Executive Order 244 amending Executive Order 512, the Mindanao Economic Development Council (MEDCo) is the Philippine Coordinating Office for BIMP-EAGA (PCOBE).
- The BIMP-Facilitation Center (BIMP-FC)
- A public sector institution providing mechanism for a more systematic coordination among BIMP-EAGA institutions and organizations operating within the growth area.
- Acts as a focal institution for participating governments and stakeholder agencies.
- It serves the following roles, namely:
- a) Coordinate the clusters and the National Secretariats;
- b) Facilitate the implementation of agreements, MOUs and projects;
- c) Monitor BIMP-EAGA activities and projects;
- d) Report to the various institutional levels (National Secretariats, Cluster, BEBC, SOM/MM); and,
- e) Coordinate and facilitate activities beyond the scope of the National Secretariats
- The BIMP-EAGA Business Council (BEBC)
- A private sector umbrella organization in BIMP-EAGA providing valuable insights to policy recommendations and confirming to the identified programs and projects of the Clusters and WGs.
- Its own Secretariat is based in Kota Kinabalu, Sabah, Malaysia.
- Works closely with EABC which represents the private sector.
- The Philippine Country Directors for the BEBC are the Mindanao Business Council Chairman, Philippine Chamber of Commerce and Industry Vice President for Mindanao, and ARMM Business Council President.
